Why document attestation and MOFA endorsement are needed for use abroad

Foreign authorities need to verify that your documents are genuine before they will accept them.

When you submit a document to a foreign embassy, university, or government body in another country, that authority has no direct way to verify whether the document is genuine. A notary public in Malaysia attests to the authenticity of signatures and seals, or certifies that a copy is a true copy of the original. That gives the first layer of verification. For use abroad, many countries then require an apostille or legalisation from the issuing country’s Ministry of Foreign Affairs—in Malaysia, this is MOFA endorsement. MOFA confirms that the notary’s signature and stamp are genuine, so the receiving country can trust the document chain.

Document attestation is therefore a two-step process for most overseas use: first notary attestation, then MOFA endorsement. Some destinations also require further legalisation at their own embassy in Malaysia (e.g. the destination country’s embassy stamps the document after MOFA). What notary attestation and MOFA endorsement do

Notary attestation is performed by a notary public—a lawyer or other authorised person who can witness signatures, verify identity, and certify that a copy is a true copy of an original document. The notary stamps and signs the document, creating a record that the document (or the signature on it) is genuine. In Malaysia, notaries are appointed under the Notaries Public Act 1959. MOFA endorsement (Ministry of Foreign Affairs, Malaysia) is the next step. After the notary has attested the document, it is submitted to MOFA. The ministry verifies the notary’s signature and stamp and then applies its own endorsement (stamp or sticker) to the document. This is often called document legalisation or apostille in some countries. Once MOFA has endorsed the document, it is recognised as legally verified for presentation in another country. The receiving country’s embassy or authority can then accept it, and in some cases may add a further legalisation step depending on their rules.
